Bihar electoral rolls: Nearly 92% voters submit enumeration form, data to be made public on Aug 1
More than seven crores (91.69%) out of 7.89 crore voters have submitted their Enumeration Forms in an ongoing Special Intensive Revision (SIR) of Bihar’s electoral roll, according to the Election Commission (EC).
A draft electoral roll will be made available on August 1. Both printed and digital copies of each booth will be provided to all 12 political parties. The draft will also be accessible from the website of Bihar’s Chief Electoral Officer.
The EC announcement came after completing the enumeration phase from June 24 to July 25, carried out as part of SIR of the electoral rolls in the state.

Of the remaining 65 lakh people, findings showed that about 36 lakh (4.59%) were not found or understood to have permanently shifted, 22 lakh (2.83%) are deceased, and seven lakh (0.89%) were found enrolled in multiple places under the electoral roll.
EC said the SIR, which drew strong criticism from the opposition INDIA bloc, is aimed at ensuring participation of all electors, including first-time voters.

In addition to the Chief Electoral Officer, 38 District Education Officers (DEOs), 243 Electoral Registration Officers (EROs), 2,976 Assistant Electoral Registration Officers (AEROs), along with Booth Level Officers at 77,895 polling booths, lakhs of volunteers were involved in carrying out the first phase of the SIR.
They campaigned widely about the SIR to ensure maximum participation. This includes sending SMS to 5.7 crore registered mobile numbers, house-to-house visits to each voter listed on the electoral rolls as on June 24, 2025.
The EC said it will further conduct special month-long campaigns across Bihar from August 1 to September 1, 2025, to enroll younger electors or first-time voters across Bihar.
The INDIA bloc has called for an immediate stop to the SIR. It said the datasets are flawed and that the SIR is being conducted out of sheer “institutional arrogance.”
“Our apprehension is turning out to be true. We had warned that this drive would ultimately lead to the exclusion of nearly 2 crore people. The EC is basing voter deletions on flawed form-based data. The scrutiny is not over; more exclusions are likely in the coming month. We will go to the people on this issue. Even NDA allies are seeing their voters affected,” the bloc said in a joint statement issued on Sunday, July 27.
